During the “Eleventh Five-Year Plan” period, with the rapid development of the steel industry, the amount of steel slag production has increased substantially. Steel slag achieves “zero emission” and becomes an urgent task for the steel industry to develop a recycling economy, protect the ecological environment, and save energy and reduce emissions. For this reason, during the “Eleventh Five-Year Plan” period, the state took comprehensive utilization of resources including metallurgical solid waste as a major technical and economic policy. "12th Five-Year" start, the current status of the use of metallurgical slag in China?

As of 2010, the comprehensive utilization ratio of steel slag and iron slag in China reached 21% and 76% respectively. From October 21st to 22nd, the National Workshop on Comprehensive Utilization of Metallurgical Slag Resources and the Working Meeting of the Metallurgical Slag Development and Utilization Committee of the China Association for the Utilization of Scrap Steel, the participating experts suggested that the comprehensive utilization ratio of steel slag in China is still different from the expected target. Far, during the "12th Five-Year Plan" period, the utilization rate of steel slag and iron slag should be increased to 60% and 80%, respectively. This also means that the industry is still promising.

Lei Wen, Deputy Director of the Department of Comprehensive Utilization of Energy Resources and Comprehensive Utilization of the Ministry of Industry and Information Technology pointed out that the comprehensive utilization of metallurgical slag has important environmental, economic and social benefits. During the "12th Five-Year Plan" period, the use of industrial solid waste, including metallurgical slag, is facing unprecedented opportunities for development. Its main performance is:

First, from the macro-environmental perspective, China's "Twelfth Five-Year Plan" outline is clearly proposed, with the theme of implementing the scientific concept of development as the main line for transforming the mode of development, and the construction of "two-type" society as an important focal point for transforming the mode of economic development. Vigorously developing strategic emerging industries and developing a circular economy have created a very good environment for the comprehensive utilization of metallurgical slag. Second, from the technical point of view, through the unremitting efforts of countries and enterprises, the metallurgical slag utilization technology has made great breakthroughs. From the original can not be used to explore the way to achieve a good use, to lay the technical foundation for accelerating the comprehensive utilization of metallurgical slag during the "Twelfth Five-Year Plan" period. Thirdly, from the perspective of the enterprise itself, we have already seen the benefits of the comprehensive utilization of metallurgical slag for the enterprise, and the recognition of the enterprise has been improved. From “Let me do” to “I do”. This change will help enterprises accelerate the comprehensive utilization of metallurgical slag.

It is reported that in order to promote the comprehensive utilization of bulk industrial solid wastes including metallurgical slag, the Ministry of Industry and Information Technology is organizing the formulation of the "Twelfth Five-Year Plan" for the Comprehensive Utilization of Bulk Industrial Solid Wastes, clarifying the "Twelfth Five-Year Plan" period. The objectives, major tasks and key projects for the comprehensive utilization of metallurgical slag. Through planning and implementation, China will vigorously promote the comprehensive utilization of metallurgical slag in China, and ultimately achieve "zero emissions" of metallurgical slag.

Wang Zhenwu, executive vice president of the China Association for the Utilization of Scrap Steel, pointed out that since the second half of this year, the situation facing the steel industry has been very severe, steel prices have fallen, raw fuel prices have lags behind, and steel companies are facing enormous market pressure and pressure for energy conservation and emission reduction. Under such circumstances, the cyclical application of the scrap steel industry and the comprehensive development and utilization of metallurgical slag have played an important role in alleviating business pressure and supporting steel production. The comprehensive utilization of metallurgical slag should belong to the category of emerging industries and should receive the attention and policy support from the relevant state departments. The industry itself should also pay close attention to industrial upgrading and improvement of technological transformation, and actively promote and exchange advanced technologies, organize major technological projects, promote the industrialization of the industry, and promote scientific and technological progress in the steel slag utilization industry.

In 2010, China produced 81.47 million tons of steel slag and about 20.77 million tons of blast furnace slag. The “12th Five-Year Plan” metallurgical slag industrial plan formulated by the China Association for the Utilization of Scrap Steel proposes that the average utilization rate of metallurgical slag should be increased from 55% in the “Eleventh Five-Year Plan” to 73% at the end of the “Twelfth Five-Year Plan” and at the same time Metallurgical slag truly achieves "zero emissions."

Niu Jingkao, deputy director of the Metallurgical Technology Development Center of the China Iron and Steel Association, also pointed out that the relevant statistical data show that the cumulative stockpiles of metallurgical slag during the “11th Five-Year Plan” period have been decreasing each year, which is a remarkable manifestation of the comprehensive utilization results. However, achieving a substantial increase in the utilization rate of metallurgical slag at the end of the “Twelfth Five-Year Plan” is still difficult, and the industry has a long way to go. In the comprehensive utilization of metallurgical slag, iron and steel enterprises can combine the country's two batches of a total of 10 trials of steel recycling economy, strengthen scientific and technological support, speed up the establishment of indicators, strengthen the convergence of social industry chain, increase investment in R&D, and research and utilization. Good related policies to comprehensively promote the comprehensive utilization of metallurgical slag.

It is understood that steel slag generally contains about 10% of residual steel. After crushing, stripping, purification and other processes, the iron grade of the recovered slag steel can reach 85% to 90% and directly return to the steelmaking; the iron grade of the magnetic separator powder can reach more than 60% and directly return to sintering; the tailings iron grade is less than 2%, after processing into slag powder, steel slag powder and steel slag composite powder and other products, used for concrete admixture, can replace cement clinker 10% to 40% of concrete. For example, the processing capacity of Angang Steel's slag has reached 5 million tons. It can produce more than ten kinds of metallurgical slag use products such as refined slag steel, which saves a lot of fine iron and steel material resources, among which the annual production of iron concentrate powder is equivalent to one mining option. The annual output of the plant. As one of the important bases for Anshan Iron and Steel to build a recycling economy, slag development companies continuously increase the efforts to develop high value-added products such as slag, so that companies can enter the path of scientific development. From January to September this year, the company achieved a profit of 120 million yuan.

Zeng Xuemin, vice president of the China Cement Association, proposed at this meeting that replacing cement clinker with steel slag is the most direct and effective way for energy conservation and emission reduction in the cement industry. Calculated in terms of 0.9 tons of carbon dioxide emissions per tonne of clinker, the national clinker production in 2010 was 1.18 billion tons, and 5% less clinker was used, equivalent to 53.1 million tons of carbon dioxide emission reduction. According to investigations by relevant agencies, starting from 2000, China began to build granulated blast furnace slag powder production lines with an annual output of only 1.2 million tons. In 2010, there were more than 100 slag powder production lines in the country with an annual output of approximately 61 million tons; the annual output of the steel slag powder production line was approximately 4 million tons; and the annual output of composite steel slag powder was approximately 11 million tons.

However, at present, there are still some technical difficulties in the comprehensive utilization of metallurgical slag that must be overcome. Since the "11th Five-Year Plan" period, many domestic iron and steel enterprises and research institutes have conducted a large number of technical explorations and investment operation management models for the comprehensive utilization of steel slag. Qian Lei, Vice President of China Metallurgical Building Research Institute Co., Ltd., introduced that as the director unit of the Metallurgical Slag Development and Utilization Working Committee of China Association of Scrap Steel and Iron and Steel, the Environmental Protection Branch of China Metallurgical Building Research Institute has devoted many years to the research of comprehensive utilization of steel slag. . After nearly 20 years of research and development and practice, two major technological innovations have been realized, steel slag stabilization treatment has been achieved, and the problem of resource utilization of steel slag has been solved. The technology was promoted in more than 30 iron and steel enterprises such as Anshan Iron and Steel Bayuquan New Steelmaking, Shougang Jingtang Caofeidian New Steelmaking, Benxi Steel, New (Yu) Steel, Jiujiang Steel, and Rizhao Steel, resulting in the comprehensive utilization of China's steel slag resources. The 10% in the early period of the Eleventh Five-Year Plan period has increased to 21% now.

At the meeting, the metallurgical slag companies of many domestic iron and steel companies, Taiyuan Shuangliang, Ningbo Baofeng and other specialized metallurgical slag comprehensive utilization company's principals and industry experts said in the exchange, the comprehensive utilization of metallurgical slag technology has made a lot of new Progress has broad prospects for development. We must give full play to the role of the association’s platform, timely discover good techniques and technologies, and promote it in a timely manner to promote the in-depth development of comprehensive utilization of steel slag.
